I. Introduction of Hainan University and the Belt and Road Research Institute
Founded in Hainan Island in 1958, Hainan University (HNU) was approved by the state as a key university under the “211 Project” and later listed in the national plan for establishing world-class disciplines. It is also one of the 14 universities jointly administered by the Ministry of Education (MOE) and the Hainan Provincial People’s Government. With a campus area of around 1000 acres, HNU now enrolls 41,000 full-time students among its 37 schools. It now hosts 13 first-level discipline doctoral programs, one professional doctor's degree program, 34 first-level discipline master programs, 21 professional master's degree programs, 71 undergraduate programs (including 45 national first-class undergraduate programs), and 6 post-doctoral R&D stations. The disciplines cover major categories such as philosophy, economics, law, humanities, sciences, medicine, agronomy, engineering, management, and arts. Its faculty has over 2600 full-time members, including 1 fellow of the Chinese Academy of Sciences, 1 fellow of the Canadian National Academy of Engineering and the Canadian Academy of Engineering, 1 foreign fellow of the Engineering Academy of Japan, 1 foreign fellow of the Russian Academy of Engineering, and 4 national teaching masters. HNU has also been joined by 48 national-level experts and scholars, such as Chang Jiang Scholars, Distinguished Young Scholars, and leading scholars funded by the Ten Thousand Talent Program.
Established by HNU in March 2019, the Belt and Road Research Institute (the Institute) strives to facilitate the development of HNU’s world-class disciplines and Hainan Free Trade Port through a series of studies on the Belt and Road Initiative, the development of the Hainan Free Trade Port, the linkage between the Guangdong-Hong Kong-Macao Greater Bay Area and Hainan Free Trade Port, and China-US diplomatic relations. Since its establishment, the Institute has made remarkable achievements with its influence constantly expanding. On the latest national ranking jointly released by the Guangming Daily Press and Nanjing University in 2022, the Institute ranked the fifth place in terms of the overall performance and the first place in terms of media influence. At the end of 2019, the Institute was included as the China Think Tank Index (CTTI) source; and in December 2022, it entered the "CTTI Top 100 University Think Tank List" as an A-level think tank.
II. Basic Requirements
1.Dedicated to education with great ambition and a strong sense of responsibility;
2.Understand and acknowledge the philosophy and development objectives of HNU and the Institute;
3.Familiar with the law of higher education and the law of university running;
4.Boast the required professional skills and coordination abilities for this position, as well as good professional and moral ethics;
5.A doctoral degree or a senior professional title is required;
6.Academic background in journalism, communication, network and new media, economics, finance, international relations, big data and artificial intelligence, and other related disciplines is required;
7.Have sufficient understanding of the "Belt and Road" Initiative, Hainan Free Trade Port, Guangdong-Hong Kong-Macao Greater Bay Area, big data, artificial intelligence, new media, and other related research fields;
8.Participated in or presided over related research projects;
9.Age limit: normally, first-level talent shall be under 65 years old, second-level talent under 55, third-level talent under 50, fourth-level talent under 45, and fifth-level talent under 35.

In accordance with the Implementation Measures for Hainan University Talent Introduction Standards and Remuneration Packages, the remuneration packages for the above positions are as follows:
1. First-level talent
Basic requirements:
The applicant shall be a widely acknowledged academic leader with pioneering achievements and outstanding academic contributions recognized by domestic and foreign peers in his field.
He or she shall be a fellow of the Chinese Academy of Sciences, the Chinese Academy of Engineering, or other academies of equal significance; shall have experience of organizing and initiating national major research projects, and the excellent planning ability for the research of major social and economic issues of strategic importance; shall have the planning ability as a strategic scientist for discipline construction and scientific research; and shall have the ability of bringing relevant disciplines to the international advanced level or the leading level in China.
Remuneration Package:
(1) An officially budgeted post with relevant remuneration;
(2) An settling-in allowance of RMB 1 million;
(3) A salary according to the applicant’s professional title and technical position, with an additional talent allowance (RMB 0.9-1.2 million per year);
(4) Sufficient research funds for newly hired researcher and great office space as needed;
(5) employment of spouse.
2. Second-level talent
Basic requirements:
The applicant shall be an outstanding academic organizer whose achievements has a strong global or domestic influence in his or her own research field.
He or she shall have been selected into the national high-level talent program project or other programs at equal level; shall have the experience of organizing and initiating research projects of the same level as national major or key R&D programs; shall be an active thinker who can conjure up creative ideas for discipline development; shall have the ability of bringing the relevant discipline to a leading position in China and reaching the international and domestic advanced level in some frontier fields.
Remuneration Package:
(1) An officially budgeted post with relevant remuneration;
(2) An settling-in allowance of RMB 700,000;
(3) A salary according to the applicant’s professional title and technical position, with an additional talent allowance (RMB 0.7-0.9 million per year);
(4) Sufficient research funds for newly hired researcher and great office space as needed;
(5) Employment of spouse (a bachelor’s degree or above is required) .
3. Third-level talent
Basic requirements:
The applicant shall have good academic competitiveness and strong team building ability, and have made remarkable achievements in his or her research field.
He or she shall be selected into the national Young Talent program or other programs at equal level; shall have the experience of organizing and initiating national key research projects or other projects at the same level; shall boast the ability of discipline development planning; shall have a keen insight into the discipline development and academic research; and shall be able to play a leading role in the discipline development and talent training.
Remuneration Package:
(1) An officially budgeted post with relevant remuneration;
(2) An settling-in allowance of RMB 500,000;;
(3) A salary according to the applicant’s professional title and technical position, with an additional talent allowance (RMB 0.4-0.6 million per year);
(4) Sufficient research funds for newly hired researcher and great office space as needed;
(5) Employment of spouse as decided by the Special Recruitment Panel of HNU, only if the spouse has a master’s degree or above.
4. Fourth-level talent
Basic requirements:
The applicant shall have strong academic ability with influential representative achievements in his or her discipline.
He or she shall have the potential of supporting the discipline to reach or surpass the national advanced level; shall have the experience of organizing and initiating national research projects; shall have a keen insight into discipline development; and shall be able to play a major role in supporting discipline development and talent training.
Remuneration Package:
(1) An officially budgeted post with relevant remuneration;
(2) An settling-in allowance of RMB 400,000;
(3) A salary according to the applicant’s professional title and technical position, with an additional talent allowance (RMB 0.2-0.4 million per year);
(4) Necessary research funds for newly hired researcher and great office space as needed;
(5) Assistance in the employment of the applicant’s spouse.
5. Fifth-level talent
Basic requirements:
The applicant shall have good academic ability and representative achievements in the discipline. He or she shall have the ability of playing a major role in discipline development and talent training.
Remuneration Package:
(1) An officially budgeted post with relevant remuneration;
(2) An settling-in allowance of RMB 200,000;
(3) A salary according to the applicant’s professional title and technical position. If the applicant has especially remarkable achievements and well-proved rapid growth potential, or his or her background is urgently needed, he or she can apply for an additional talent allowance (no more than RMB 200,000), which shall be determined by the Special Recruitment Panel of HNU;
(4) Research teams shall be responsible for providing a good research platform and working conditions for their key researchers, and HNU may provide certain research funds according to the teams’ actual research work.
In addition, the newly introduced high-level talent can apply for the direct or exceptive certification of senior professional titles in accordance with the relevant regulations of HNU.
